This Invitation for tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 22.9.2017 (procurement ref.: 8381-GPN-44753).

Khujand Water Company (Khujandvodokanal) hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Khujand Water Supply Improvement Programme (Phase III).

The purchaser now invites sealed tenders from suppliers for the following contracts to be funded from part of the proceeds of the loan:

Tender Package Nº 7: Operation and maintenance equipment and machinery:

Lot 1 Wheel Excavator – backhoe loader 1,

Lot 2 Boom truck crane 1,

Lot 3 Dump Truck (medium load capacity) for loading and unloading 1,

Lot 4 Pipe jetting truck (Sewer flusher) 1,

Lot 5 Mobile Power generator 1,

Lot 6 Maintenance vehicle –mini truck 2,

Lot 7 Tractor with a cart 1

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

1. The tenderer is duly authorised to supply the goods in the purchaser’s country;

2. The audited balance sheets for the last 3 years (2014-2016) shall demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability.

3. The tenderer has the financial, technical and production capability and capacity necessary to perform the contract. Average annual turnover over the last 3 years(2014-2016) should not be less than:

— 360 000 USD for Lot # 1 equivalent,

— 330 000 USD for Lot #2 equivalent,

— 150 000 USD for Lot #3 equivalent,

— 400 000 USD for Lot #4 equivalent,

— 45 000 USD for Lot #5 equivalent,

— 90 000 USD for Lot #6 equivalent,

— 80 000 USD for Lot #7 equivalent.

4. The tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash flow requirements which are

— 120 000 USD for Lot #1,

— 100 000 USD for Lot #2,

— 40 000 USD for Lot #3,

— 110 000 USD for Lot #4,

— 15 000 USD for Lot #5,

— 25 000 USD for Lot #6,

— 25 000 USD for Lot #7.

5. The tenderer has experience as supplier, in at least 2 contracts within the last 5 years (2013-2017) that have been successfully and substantially completed and that are similar to the proposed goods each with a value of at least 80 % of tender price.

6. Qualification criteria for joint venture

Joint venture including consortium must satisfy the following requirements:

a) The lead partner meets at least 70 % of the criteria for average annual turnover and available cash flow while each other partner shall meet at least 30 % of the criteria for average annual turnover and available cash flow.

b) The joint venture must satisfy collectively and fully all qualification criteria

Tenderer willing to submit tenders for more than one lot shall meet the cumulative requirements for lots they apply to, as described in the tender documents.

The tender documents will be issued in hard copy upon showing the bank invoice as confirmation of payment done by tenderer for receiving tender package. The tender package costs USD 100. The payment should be done in TJS with using the exchange rate on the date of payment. The Khujandvodokanal Bank account details for payment are as below:

Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by electronically through email as PDF format. No hard copy will be sent. If tenderer prefer to have hard copy, him/her can collect it from Khujandvodokanal office, which address showed below. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.
