This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on the 2 of October 2015 and it was recently updated on the 30 of January 2017.

Government institution “Shubai Manzilii Kommunali va Khojagidorii” (Department of Housing and Communal Services) of Nurek City hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Nurek Solid Waste Management Sub-Project.

The Purchaser now invites sealed tenders from Suppliers for the following contract(s) to be funded from part of the proceeds of the loan:

• Lot 1 Supply of High duty shredder – mobile, 1 unit, Contract NSW-OT-G05-a;

• Lot 2 Supply of Compost side-windrower – mobile, 1 unit, Contract NSW-OT-G05-b;

• Lot 3 Supply of Compost drum screen – mobile, 1 unit, Contract NSW-OT-G05-c;

• Lot 4 Supply of Thermometers – CO2/O2 sampler and probes, 1 unit, Contract NSW-OT-G05-d;

• Lot 5 Supply of Tractor 100 Kw, 1 tractor, Contract NSW-OT-G05-e;

• Lot 6 Supply of Pump tanker, 5.000 ltr., 1 truck, Contract NSW-OT-G05-f;

• Lot 7 Supply of Trailer 4 m3 net load, 1 truck, Contract NSW-OT-G05-g.

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

Minimum qualification criteria are as follows:

• Submission of audited balance sheets, or if not required by the law of the Tenderer’s country, other financial statements acceptable to the Purchaser, for the last three (3) years to demonstrate the current soundness of the Tenderer’s financial position and its prospective long-term profitability.

• Average annual turnover as prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last three years of equivalent:

- USD 60 000 for Lot 1;

- USD 60 000 for Lot 2;

- USD 60 000 for Lot 3;

- USD 10 000 for Lot 4;

- USD 60 000 for Lot 5;

- USD 17 000 for Lot 6;

- USD 17 000 for Lot 7.

• The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than equivalent of:

- USD 40 000 for Lot 1;

- USD 40 000 for Lot 2;

- USD 40 000 for Lot 3;

- USD 5 000 for Lot 4;

- USD 40 000 for Lot 5;

- USD 10 000 for Lot 6;

- USD 10 000 for Lot 7

taking into account the Tenderer"s commitments for other contracts.

• Experience as Supplier, in at least three contracts within the last five years, each with a value of at least equivalent of:

- USD 30 000 for Lot 1;

- USD 30 000 for Lot 2;

- USD 30 000 for Lot 3;

- USD 5 000 for Lot 4;

- USD 30 000 for Lot 5;

- USD 10 000 for Lot 6;

- USD 10 000 for Lot 7

that have been successfully and substantially completed and that are similar to the proposed Goods. As evidence, the Supplier shall submit the copy of the contracts itself. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Supply Requirements.

• The Tenderer shall submit with its tender, the Manufacturer’s Authorisation for the offered goods under respective lot.

• The Tenderer shall submit evidence that it will be represented by an Agent in the country, equipped and able to carry out the Supplier’s maintenance, repair and spare parts stocking obligations prescribed in the Conditions of Contract and Supply Requirements, where a Tenderer does not conduct business within the Purchaser’s Country.

Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.

Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of USD 300 (three hundred) or equivalent in a convertible currency or Tajik Somoni.

Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by courier, however, no liability can be accepted for loss or late delivery. If requested the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

The following lots must be accompanied by a tender security:
