This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 22 August 2016 (procurement ref.: 8381-GPN-44753).

The Khujand Water Company (Khujandvodokanal) hereinafter referred to as “the Purchaser”, intends to use the loan received from the European Bank for Reconstruction and Development (EBRD or the Bank) towards the cost of “Khujand Water Supply Improvement Programme (Phase III)”

The Purchaser now invites sealed tenders from Suppliers for the following scope of contract to be funded from part of the proceeds of the loan:

• Supply and Installation of 10 Bulk Flow Meters with DN 300 – DN 600 for the water supply network, including valves and adaptation of the existing pipework.

• Supply only of 2 Bulk Flow Meters with DN 200

• Supply and Installation of 19 Digital Pressure Gauges in the water supply network.

• Supply and Installation of a data transmission and basic SCADA system for flow meters and pressure gauges including all related electrical and process control equipment

• Supply of an acoustic leak detection device

• Supply of Mobile Payment Terminal

Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

1. The tenderer shall have an annual turnover as prime contractor (defined as billing for works in progress and completed) over the last three years of not less than USD 1,000,000.

2. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments, sufficient to meet the production cash flow for the contract estimated as not less than USD 350,000 equivalent, taking into account the Tenderer’s commitments for other contracts.

3. The tenderer has satisfactorily performed at least 3 (three) contracts within the last 5 (five) years that have been successfully and substantially completed and that are similar to the proposed Plant and Installation. The similarity shall be based on physical size, complexity, methods/technology or other characteristics as described in Section III, Requirements, each with a value of at least 80% of the relevant cash flow.

4. The tenderer or its agent will be able to carry out the supplier’s obligation on maintenance during the warranty period of the manufacturer or producer and spare parts stocking obligations prescribed in these tender documents.

5. Qualification Criteria for Joint Ventures:

Joint Ventures, Consortia and Associations (JVCA) must satisfy the following requirements:

a) The lead member firm of the JVCA meets 70% of the criteria for average annual turnover and at least 70% of the criteria for available cash flow specified above.;

b) The Joint Venture must collectively fully satisfy the other qualification criteria.

Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched electronically through email in PDF format. No hard copy will be sent. If a tenderer prefers to have hard copy, he can collect it from Khujandvodokanal office, the address of which is shown below. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

All tenders must be accompanied by a tender security of USD 7500 (seven thousand five hundred) or its equivalent in a convertible currency.

Tenders must be delivered to the office at the address below on or before 15:00 hours on 12 July 2017, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
